Finance
Section 286(1) of the Municipal Act, 2001 provides that "A municipality shall appoint a Treasurer...", and Section 228(2) of the same Act provides that "A municipality may appoint Deputy Clerks who have all the powers and duties of the Clerk under this and every other Act".
The Finance Department is, for financial reporting purposes, a part of the Chief Administrative Officer/Clerk's Department.
The department, by virtue of its functions, is primarily responsible for the accounting and accurate financial record keeping and operates as the Finance Department of the County.
Programs, Functions and Responsibilities
The major items carried out under the jurisdiction of the Treasurer/Deputy Clerk might be summarized under the following headings:
General Administration/Acting Chief Administrative Officer
Under General Administration comes the matter of dealing with and providing additional research, if necessary, into referrals of financial matters by Reeves, Department Heads, Homes for the Aged Supervisors, all County clerical staff, and public and Provincial Government officials. Attendance is made at all Council, Executive Committee, Finance & Administration Committee and Health & Social Services Committee meetings, and such other committee meetings as may be required.
The Finance Department is responsible for the development of a County-wide property tax policy (ie. tax rates, tax rate reductions for prescribed property subclasses of assessment, etc.) and its recommendation is forwarded to Committee and County Council.
The Treasurer/Deputy Clerk is appointed as a full-time member of the Staff Administration Committee. The Treasurer/Deputy Clerk is appointed by by-law as the Acting Chief Administrative Officer in the absence of the Chief Administrative Officer.
Financial Records
Under financial records comes the function and responsibility for the organization and coordination of the accounting system of the County of Renfrew including all funds of the Corporation, i.e. Capital and Loan Fund, General Revenue Fund, Reserve Funds, Bonnechere Manor Fund, and Miramichi Lodge Fund, constituting annual financial activity in excess of $100 million dollars. Included in this function is the design of new accounting procedures as may be decreed by provincial reporting requirements or external auditor recommendations and review of financial internal control. This department is also responsible for the preparation of the Consolidated Financial Reports of the County of Renfrew required for submission to the Ministry of Municipal Affairs & Housing each year. Extensive liaison is maintained under the function with other Department Heads and the sub-Departments Heads, office staff, and auditors.
Financial Statements
Under the heading Financial Statements falls the supervision, final preparation, and analysis of monthly and annual financial statements for presentation to committees, Council, and auditors. The design and co-ordination of the financial work flow from department to department across the County including the preparation of provincial and federal subsidy claims and other subsidy payments to the County are also conducted. The liaison with and explanations to federal and provincial officials and auditors are an ongoing part of this function.
Budget Preparation
Under Budget Preparation comes the coordination, analysis and final preparation of annual budget documents after participation in budget meetings with Department Heads and various committees of County Council. The analysis and preparation of provincial budget reporting requirements for subsidy approval, including meetings with their officials for explanation, justification, and budget approval processes, also falls within this function.
Payroll System
The payroll system of the County of Renfrew involves the organization, coordination, and review, including establishment of internal control, of our complete payroll system involving approximately 700 employees.
Administrative Staffing and Structure
The Treasurer/Deputy Clerk reports to the Chief Administrative Officer/Clerk, and through him to the Finance & Administration Committee and County Council.
