Well 2015 is well underway. The new elected officials are settling in to both their local (lower tier) and County (upper tier) responsibilities. It is always interesting to watch those that are new to the “elected arena” gain a broader understanding of both the upper and lower tier services in a two tier municipal model like ours. Most residents are familiar with the local municipal services that each of the 17 local municipalities that make up the County of Renfrew deliver, but a number of people do not understand the two tier system. Simply put, the municipal act and various provincial legislation sets out the obligations at the municipal level for service delivery. In a two tier system it is simply unreasonable to expect the 17 lower tier municipalities to deliver services that can be run more efficiently in a centralised system. Imagine the tax implications to all residents if each of the 17 local municipalities had to provide a separate long term care home, or ambulance services, social housing or social assistance, long term stewardship for land use planning and never mind the broader public works roads and bridges system.
While the two tier system is not a perfect system, it ensures that the lower tier municipalities have a say in the upper tier and provide direction for the delivery of these services by having their Mayor or Reeve sit on various County of Renfrew committees and County Council. These are the various services that we deliver at the County level. As an employee of the County I am quite proud of the professional services delivered by our employees, and to be honest with you, I do not believe our elected officials get enough credit for the time, effort, and stewardship that they put into making the County of Renfrew a great place to work and live.
