The County of Renfrew was incorporated in 1861 under the provisions of what is now the Municipal Act. Renfrew County is made up of 17 lower-tier municipalities. Every three years, each municipality elects a Reeve or Mayor and a municipal council. The Reeve or Mayor of each municipality sits on the Renfrew County Council and acts on behalf of the municipality in County affairs. County Council also elects a Warden on an annual basis. As Head of County Council, the Warden conducts the County Council meetings, sits on committees, and represents the County at any meetings or functions.
The City of Pembroke holds the County seat for the County of Renfrew. The City of Pembroke has its own Council and Mayor who act separately from that of the Renfrew County Council as a single tier municipality.
